The sentence that makes the point

That is the clearest statement in the record of something true well beyond one operator. The casino's general clause — 4.3, discretionary, at any time — is not what governs there. A different rule, attached to a different rail, requires the documents before the money moves at all, and it does so at an operator whose ordinary crypto path asks for nothing until something triggers it.

A second sentence from the same set makes the other half of it. Bitsler's help pages note that BRL withdrawals are sent to the same bank account associated with the user's tax identification number. A bank rail carries the identity of the account it lands in, and that identity was established by the bank long before the casino existed.

Why the answer differs by rail
